HTML (HyperText Markup Language) is a simple set of instructions that tells a browser how to format a webpage.
You can write HTML in any text editor, but for ease of use we recommend you use a WYSIWYG editor such as Macromedia Dreamweaver, Microsoft FrontPage or even Microsoft Word.
One of the most useful things you can do to start learning is go to a webpage and select 'View>Source' from the Internet Explorer menu, or right click on a blank area of the page and choose 'View Source'. The code that makes up the page will then be displayed in a Notepad window, enabling you to see how it works.
